Is outrange still implemented for normal BGs?
I'm assuming yes but there's no harm in asking.

Well, you didn't rephrase your question either way, so I'm not quite sure what you're asking.

Outrange (the poorly coined feature which means that walking out of range is not sufficient for avoiding certain spells) is enabled globally on Not Aion. It applies to every format.

Why did this now-disabled notaion-only feature supposedly make duels fair? A lot more players may think of it the other way around, they may consider it fairer now, like it is on retail.

Update

Adjusted HP values of mobs and bosses. Adjusted the damage that they do.

Rez system now works as intended (you can rez people on the spot or they will auto-rez at base after 20 seconds).

is it fair that i can just leap close to you and turn you in to fear shierk? is it fair that bard can just sleep jester at 20m and u cant avoid it and ure already covered and lost 80% of hps? is it fair that sorcs have free sleeps that u cant avoid?

It is. And cheap debuff/root + run away to 26 m tactic has never worked on any other server. Cast interruption at 26/16/etc m had nothing to do with aion at all, it was like playing with vaizel wisdom accelerating sleep cast or some other non-aion non-retail stuff
